In the article titled, "Contracts may keep NBA players in China for remainder of the season," Tim discusses the Chinese Basketball Association's efforts to increase the level of talent by employing NBA players.

He acknowledges, "There is some thinking on the CBA's part that long-term, they want a league with some star-power that can compete on an even level with what's going on in the United States. They want China to be '1-A' as opposed to 'C.'"
